Description	Section C.2.2.3 Double-Quotes contains a lot of rationale about parameter expansion (within double-quotes). Readers looking for rationale about parameter expansion go to C.2.6.2, so it would be useful if that section had a reference to C.2.2.3.
Desired Action	After line 124322 add a new paragraph: For rationale regarding expansion of "${...}" within double-quotes, see [xref to C.2.2.3].
