Many (but not all) non-ASCII characters are rendered as "�" (in the browsers I am using, at least). These seem to be encoded as ISO 8859 and included in the HTML literally, rather than expressed with entity references.

This issue also appears in the 2016 edition ( https://pubs.opengroup.org/onlinepubs/9699919799.2016edition/frontmatter/participants.html [^] ) but not the 2008 ( https://pubs.opengroup.org/onlinepubs/9699919799.2008edition/frontmatter/participants.html [^] ) or 2013 ( https://pubs.opengroup.org/onlinepubs/9699919799.2013edition/frontmatter/participants.html [^] ) editions.
