Summary0000509: make's INPUT FILES section not updated when include lines were added
DescriptionInclude lines were added to make in Issue 7, but the INPUT FILES section
was not updated. With the current wording, makefiles aren't allowed to
contain include lines, empty lines, or blank lines.

I expect that the problem with empty lines and blank lines will be fixed
by changes made for bug 0000505.
Desired ActionChange "and comments" on P2909, L95562 to "include lines, and comments".
